On my PC I have set up a user called Test Account, who will not be allowed access toVMWare vSphere Client.
To do this, right click on the program and select properties.

You then need to select the Security tab, and click on the edit button.

There are currently no permissions set for this program, so you need to click on the add button, to add users who are allowed to use it.

To add a user to the permissions group, you need to type the user name in the box and then click "check names"

Now that you have a user added you can choose what permissions you would like to allow them. Currently this user has read and execute permissions.

You can also select to deny a user permissions. For example, my Test User account has been denied read and execute permissions and can not use the program.

Generally the admin user of a PC gets full access to all of the programs and you don't get the option to change that, but for all of the other users you can choose to add or remove permissions to run programs.
